The Microsoft Innovation & Policy Center in Washington, D.C. continued the @Microsoft series in October, National Cybersecurity Awareness Month, with a discussion on practical guidance for state and local governments to manage cyber risks.
The event brought together decision-makers from state and local governments, the administration, and industry experts who confront cyber threats every day, to address the unique challenges they face, as well to provide information on resources and innovations that are available to help them..
Panelists included Zaki Barzinji from the Office of Virginia Governor Terry McAuliffe; Jennifer Byrne, Microsoft’s Chief Security Officer for Worldwide Public Sector; Kelvin Coleman from the Office of Cybersecurity and Communications at the U.S. Department of Homeland Security; Mike Donlan, Microsoft’s Vice President for U.S. State and Local Government; Julie Evans, Center for Internet Security chief operating officer; and Wanda M. Gibson, Chief Technology Officer in Fairfax County, Virginia. Rob McKenna of Orrick, Herrington & Sutcliffe LLP served as the moderator.
Throughout the event, panelists discussed how to confront the threats posed by malicious software and spam, phishing tactics and other means used to perpetuate cybercrime. They shared their own experiences, challenges and best practices to address these threats.

Based on this experience and learning, earlier this month, the company released “Developing a City Strategy for Cybersecurity,” a seven-step guide for local governments to develop a cybersecurity strategy that synthesizes the best practices we’ve developed.
