Developers: Register proactive actions to teach Cortana when to make suggestions to users

By registering proactive actions, developers can teach Cortana when best to suggest actions to users. This new capability helps drive higher engagement by proactively suggesting actions that apps or websites can do, just when the user is most likely to need them.

Cortana’s insights about users help her anticipate when they need help, and because she accompanies users across their Windows 10 and Android devices, she knows where they are and what their schedules look like, and adds this information to those insights.
