Developers: Submit Windows Phone 8.1 and universal Windows apps through new dev center

With the opening of the Windows Phone Dev Center, developers can now publish Windows Phone 8.1 apps and link Windows and Windows Phone apps to create universal Windows apps. Monday’s release also includes enhancements to address feedback.

To start developing apps for Windows Phone 8.1, download Visual Studio Update 2 RC and the Windows Phone Preview for Developers to test your Windows Phone 8.1 apps.

With the Windows Phone Dev Center roll-out come updates and features such as linking Windows Store and Windows Phone apps to create a universal Windows app, reserving names for new Windows Phone apps for up to 12 months in advance of release, reduced certification times and consolidated price tiers.
